   it also encouraged private facilities to open free of charge , or reduced fees , to the public on that date .

我翻译的感觉有点生硬，在一般情况下不会这么说的。可能相处的不好因此劝其改进关系，就需要在get前加一个词会比较好，或者把well改成better
