air with dust.

here you can see many people to go to work wearing facemasks.it is because they are  repairing the road.the dust is from the road with earth.the whole town is full of dust.it seems that it is two years like this.why doesnt the local govenment adopt measures to solve the problem.how do people here live their life every day.do you like to breathe the air with dust?
