帮忙看一句话

But at least 200 hostages are still being held in, or just off, Somalia.


这里的off是指在....附近吗？从高中时候起，off这个词在表示方位的意思时候，我就分不太清楚，今天看到这个句子，觉得是应该弄个明白的时候了。哪位帮忙分析一下。

off的英英解释：

然后我的观点是应该是英英解释里的第四个解释“in an unpalatable state”处于不幸的状态
整个句子翻译应该是“在索马里至少还有200人质被扣押，或者处于悲惨的境地。”
这个仅代表个人观点，有谁有更好的解释可以交流下。
