1998年5月3日理事会决定比利时、德国、西班牙、法国、爱尔兰、意大利、卢森堡、荷兰、奥地利、葡萄牙以及芬兰符合使用单一货币的必要条件。希腊明显地不符合条件（但表达了到2001年1月符合条件后加入的愿望）。瑞典不符合汇率机制成员条件而且其央行缺乏足够的独立性。丹麦和英国均自愿退出1999年的单一货币进程。
