What goes into the computer is there in front of you at the click of a mouse.

不是的，applications are made electronically是指简历是通过网上的简历模板生成的，大学生在毕业时候要找工作，网上都有很多这种简历的模板，你只要按照这个模板填写你的信息就可以了，就和我们上学时候填写各种表格一样。这句话说的就是这个意思。personnel是指职员，员工的意思，officer是官员，连在一起 personnel officer就是管理职员的人，也就是负责招聘，人力资源部(Human Resource,简称HR)的主管。
