it was against this  background that a committee was set up to propose concrete stages leading towards full monetary union.the dolros    report appeared in 1989 April ,and its three stage progression towards economic and monetary union was subsequently enshrined.  in the  nashvill treaty.  .the decision as to which memeber states qualified for the single currency in 1999 was made by  qualified  or waited majority vote of the council when the bases of reports by the european monetary institute submitted in  march 1998.
