　　15日14时，上海余姚路胶州路一栋高层公寓起火。据附近居民介绍，公寓内住着不少退休教师，起火点位于10-12层之间，大火持续了3个多小时，已经导致53人遇难。

　骆琳说，根据目前掌握的情况，经过初步分析，起火大楼在装修作业施工中，有２名电焊工违规实施作业，在短时间内形成密集火灾。这起事故还暴露出五个方面的问题：电焊工无特种作业人员资格证，严重违反操作规程，引发大火后逃离现场；装修工程违法违规，层层多次分包，导致安全责任不落实；施工作业现场管理混乱，安全措施不落实，存在明显的抢工期、抢进度、突击施工的行为；事故现场违规使用大量尼龙网、聚氨酯泡沫等易燃材料，导致大火迅速蔓延；有关部门安全监管不力，致使多次分包、多家作业和无证电焊工上岗，对停产后复工的项目安全管理不到位。
