The ocean covering 71% of earth’s surface is the basic integral part of global life support system, a treasury of sources, and the important register of environment. Development of human society will more and more depend on the ocean. It is a new century to explode the ocean in the coming 21st century.

The ocean, covers 71% of the earth surface, is one basic component for life supporting system of all the globe, and also treasure-house of the resources as well as the important regulator of the environment. The development of the people's society must dependent on the ocean more and more. The upcoming 21th century is the new era for human being to explore and use the ocean.
