是关系到什么什么的大问题，这是中文式的表达方式，英语中很少看到。我觉得不妨可以改成对什么什么具有重要意义，has great significance for ....,或是什么什么的重要影响因素：important determinant

ANd it is a intrinsic guarantee of the risk of accountant. if I were you, i would change  and  into meanwhile
To develop socialist market economy, we should enhance democracy, legislation , moral , science and culture.  

The accounting personnel is the main undertaker of accountancy . The (the 换成whose) moral level and the professional ability of the accounting personnel, directly  affect the quality of the accountant's work.
